“To Fulfill”
“Do not think that I came to destroy the Law or the Prophets. I did not come to destroy but to fulfill.
For assuredly, I say to you, till heaven and earth pass away, one jot or one tittle will by no means pass from the law till all is fulfilled.
Matthew 5:17-18

Plain and simple, fulfill in verse 17 and fulfilled in verse 18. Not to change, neither to add, nor to modify.
Perhaps most people do not know, that G-d never gave any other Commandments, other than that what can be found in the Torah or Pentateuch. That is the first five books of Moses in the Hebrew Scripture or Old Testament.
Now, does this mean that Jesus never changed, added or modified what G-d had said?
